Oil Refinery #
A prerequisite for building an oil refinery in a principality is to upgrade all major refining and military enterprises of the principality to level 5. This plant allows the prince to refine oil and obtain a petroleum product from it, which can be used in various aspects of the game, including increasing the social policy of settlements and real estate.
